Microsoft 365 Adoption & Change Management

The U.S. Nuclear Regulatory Commission (NRC), founded in 1975, is an independent federal agency responsible for ensuring the safe use of nuclear materials. As part of its Executive Director for Operations (EDO) Transformation initiative, the NRC sought to strengthen its remote workforce capabilities by fully leveraging Microsoft 365. Although the agency had already initiated an M365 migration, they recognized the need for a refined adoption strategy to maximize the platform’s potential.

The Challenge

The NRC faced a critical hurdle: rapid change without structured enablement. Employees struggled to navigate Microsoft 365 tools effectively, slowing adoption and diminishing return on investment. Despite having access to powerful capabilities like Teams, SharePoint, and the Power Platform, users lacked the practical understanding needed to integrate these tools into their daily work.

An NRC employee summarized the core issue:

The NRC needed more than just training, it needed a strategic partner to guide adoption across varying user levels and business functions.

1. Addressing the Familiar and Building Trust
We began by identifying “low-hanging fruit”, features and tools that aligned with users’ existing workflows, particularly among heavy users of WordPerfect and the traditional Office Suite. Our goal was to demonstrate the immediate value of M365 in everyday tasks. This early focus built trust and opened the door for deeper engagement.

2. Teams at the Center
Recognizing Teams as the anchor of modern collaboration, we positioned it as the foundation for NRC’s M365 adoption. By focusing initial training on how to communicate effectively within Teams, whether through chat, channel messages, or meetings, we created a unified communication structure that made the broader M365 suite more accessible.

3. Targeted Training & Enablement Tracks
We developed four key content areas to structure our enablement strategy:

  • File Management & Storage: Training on SharePoint and OneDrive for secure document storage, sharing, and team site design, tailored for users, managers, and admins.
  • Content Creation: How-to sessions on Word, PowerPoint, Excel, and OneNote, demonstrating how these tools integrate with Teams and cloud storage.
  • Work Processes: Enablement on tools like Planner, Forms, To Do, Lists, and Stream, showing how to streamline workflows within Teams.
  • Power Platform: Introduction to Power Apps, Power Automate, and Power BI, empowering users to automate tasks and build low-code solutions.

4. Accessible, Engaging Learning
To support adoption at scale, Bravo developed a custom SharePoint resource hub with recorded sessions, how-to videos, and downloadable job aids. We offered live training two to three times per week, one-on-one sessions for deeper support, and ensured every session catered to different learning styles. Each training focused on a single M365 app to build confidence before layering on complexity.

An NRC employee shared:

Results & Business Impact

  • Accelerated adoption of M365 across the NRC, driven by user-centric training and strategic sequencing of tools.
  • Improved remote collaboration through Teams-first communication, reducing email overload and streamlining information flow.
  • Enhanced digital confidence among users, supported by a scalable training model and hands-on learning.
  • Stronger return on investment in Microsoft 365 through better utilization of advanced features like Power Platform tools.

Bravo’s strategy not only enabled smoother day-to-day operations, it laid the foundation for a more agile, empowered workforce.
